Take a picture of choice, i chose this nice looking girl for it will make the effect come out very nice...

Simply duplicate the background and you will have this:

Now with the duplicated layer active, choose filter/noise/median and add a 19 px radius to it

Set the blending mode for this layer to MULTIPLY

You will have something like this now:

Now comes the cool part, we will add an omni blue lighning effect to it (filter/render/lightning effects):

And this is the result:
