1)Start with a 500*500 image (any size will do)

2)Paint it in whatever color, but i use black to get more contrast

3)Make a circular selection somewhere in the middle (doesnt matter actually, cause we will use random stuff later on)

4)Take a gradient of choice and paint the circle (you can use any gradient, the more colors, the more colors our cubes will get...but too much color will spoil the effect)

5) Now choose filter/stylize/extrude and use these settings: (play around for other effects)

6)Press ctrl+f a couple of times to add more cubes (press until you are satisfied with the result)
It should look like this, but remember it is random and it will vary:

7)Now add some plastic wrap to it , dont add too high values cause it will deform the cubes

8) For the finishing touch, play around with the hue/saturation..It should look like this now:
